Abstract

Higher education in Jammu and Kashmir has expanded rapidly over the past one
decade. This growth has been mainly driven by private sector initiatives. There are genuine
concerns about many of them being substandard. Due to the government’s ambivalence on the
role of private sector in higher education, the growth has been chaotic and unplanned. The
regulatory system has failed to maintain standards to check exploitation. In this paper an
attempt has been made to highlight the problems pertaining to expansion and quality control in
J&K. It also describes certain suggestive measures to overcome these impediments.
